Making upgrades to PC

Im making upgrades to my pc was looking for some input.

I'm looking to play elder scrolls online at the max settings if possible. What do I need to change/upgrade to make this possible. I've got about $300 to spend. Here are my specs, any input and help is much appreciated, Thanks in advance!

Can't change anything else without wiping the HDD and putting a new installation of Windows. Most OEMS lock machines so that they will only function with the factory parts. They MAY have some processor upgrades available, look at the page.
