Manually setting the CPU multiplier

I have an i5 4690 and i am trying to set the multiplier manually. i made a thread here 2 days ago and was told to change the power setting to 'high performance'. the problem with that is that it increases my temps close to 90c.

i have gone through my Asus UEFI bios utility and i cannot find the multipler option anywhere. i have a z87 pro and i want to set the multipler to 20 or 30 to keep the temps in range. is this option even in the asus bios utility? if not, how do i change it manually?

Yes you can overclock this CPU, can you tell me what cooler you have?
 
But how? on my old computer, there was an option in the bios for setting the multiplier. but i have gone through the current asus bios utility that comes up when you press f2 or del and there was no option for doing that. so how do i go about setting the multipler to 20 or 30?
