Many Computer connect to 1 Default Gatway. Private Network Possible ?

I have very little knowledge about networking so forgive me if i missout on something.

The situation is, My entire nieghbourhood depend on this 1 and only 1 ISP that is there. All computers in my area connect to the same default gateway. Every computer is assigned a static IPby the provider at installation. They just provide a RJ45 cable. Subscription plan speeds range from 256kbps to 4mbps.

I was wondering if it is possible to create a network that will allow the upload and download of files at faster speedsbetween all the other computers in this area ? If so please advise in detail what it is called and how to set it up.

Impossible to tell. Can the end stations even ping each other. It depends on the technology used and the method the ISP is using to limit the connection speed. Because of the distance limitation of ethernet it is likely they are using something else...maybe dsl.

Because of people doing lots of bad things in the past generally the ISP completely prevents direct communications between the customer nodes.
 
I'm no specialist but I am studying CISCO networking at school and as far as I know you cannot bypass the ISP as you mean to. The default gateway is where all the packets sent from your network will end up before being sent off into other networks (the 'Internet') to find it's external destination. This means, unless you setup your own network and connect it to external networks (i.e creating your own ISP or using another ISP and their connections) you cannot bypass the ISP as they provide DNS servers to resolve the IP addresses of where your data needs to be sent to. It is a simple explanation of how you are connected to the internet and may be inaccurate but as I said I am no specialist.
