Marking Out Areas on PDF

How do I mark out areas on a PDF file? I tried using the highlight button, but it is not highlighting. Any help appreciated. Thanks.

I'm using adobe reader on a scanned document that is a PDF file. I opened this PDF file in Adobe Reader.

Okay so I'm using Adober Reader X, and the only tool it will let me use is Add a Sticky Note.

I gave up, I just converted it to JPEG file and marked out the areas in Paint. Thanks for the help though.
