Massive FPS Drop CS:GO - FX 8350 AND GTX 960

Hey Guys.
Really hope you can help me out here.

While i play CS:GO I got some pretty random FPS drop going from 250 to 1-2 FPS, in this takes 30 second to 1 minute then im back to normal.
I tried to use HwMonitor, Speccy, ran Prime95 no dangerous tempatures.

My setup is:
AsRock 980DE3/U3S3 R2.0
Fx 8350
8GB ram 1600MZh (Kingston)
GTX 960 4GB (Gigabyte)
750W power supply.
And for CPU cooling i use Cooler Master Seidon 120V (AIO cooler)

And by the way, there is no dust because it's a brand new PC, so don't tell me to clean it from dust or change paste to the CPU cooler.

So this is what I tried so far.
Reinstalling windows, 8.1 and 10 - No Fix
Reinstalling Audio driver - No Fix
Update BIOS - No fix
Update all drivers - No Fix
Reinstalling CS:GO - No Fix
Windows Power setting is "Maximum Performance - No Fix
Cool n' Quiet is disable - No Fix
Turbo Core Speed Disable - No Fix

Running with this launch option CS:GO -high -threads 8 -novid -nod3d9ex

Search for everything like this, but can't find anything to solve the problem.
So now i really hope that you can help me out here.

I just posted a thread similar to your's mate. I have the same issue but my FPS dont drop so low. And my PC specs are a little bit diferent
I have a i5 2400 3.1ghz. 8gb ram aswell with a 960gb OC edition, my concern is that maybe my power suply is not enough since I have 600W only, but ive read that 500W should be enough. I dont really know what to do more, im just trying to ignore it and play the game, altough is kinda anoying, having 300/400 fps and all of sudden my fps drop for 100/150/etc..depending on situation.
 
Your problem is likely your motherboard. You have a budget AM3+ board with weak VRMs with no heat sinks on them. ASrock's CPU support list states that the FX 8350 needs a top down blower cooler to provide adequate cooling to the VRMs to function properly on this board. The Cooler Master Seidon 120V provides no airflow to the VRMs, and thus they are likely overheating, leading to your CPU getting throttled as a result.

There are a few ways to fix this problem. One, is to get rid of the closed loop cooler and get a top down blower cooler that will cool the VRMs. The second is your replace the motherboard with a better one that actually has heatsinks on the VRMs, and preferably more power phases. The last is you can try undervolting your CPU, the FX 8350 often is given more voltage than is needed by default, and undervolting can ease the load on the VRMs and maybe prevent them from overheating. Setting up a case fan to blow down towards the CPU socket might also help.
