Massive game fps drops since beginning of last month

Hey guys, I've been getting low FPS in all games ive played (mostly csgo & WoW but it affects all other games as well). I get about 40 fps max and tons of lag spikes in csgo when i used to get 150-250. FPS doesn't change no matter the graphics settings. I tried getting an ssd and transferring the games i play onto there but there was nearly no effect in fps, maybe just faster loading times. I checked cpu and gpu temp and they are fairly low. Cleaned out dust from computer as well, even tried a new SATA cable for my ssd as well but nothing has worked. The only thing that has actually done anything useful was unplugging and plugging back in my GPU (took out pcie cable and gpu out of slot completely). This actually increased my fps back to normal settings so i was getting around 200 fps average with no lag spikes in CSGO. The next time my computer was restarted it reverted back to 40 fps max. I tried doing this again but alas nothing happened of course. I have noticed my GPU usage is pretty low - typically about 10-15% in csgo and about 12.5% for Nvidia Container. I highly suspect it was due to my gpu because of this but I have not found a way to fix it. I updated my graphics drivers as well but no difference. Anyways, thanks!

msi 970 gaming mboard
SanDisk ssd plus 480gb & hitachi 7200 rpm 1tb hdd

edit: windows is fully updated & no viruses (scanned with malwarebytes)

edit 2: Here is my user benchmark test scores - looks pretty troubling.
 


I looked at overburner before and I hav eit up again, im in game and it shows the thermal margin at 47 degrees celcius per core - doesnt seem to change much at all when idle vs in game. Not sure where is shows that actual cpu temperature, if at all

Edit: Downloaded speccy and while in csgo it tells me my cpu is at about 25 degrees and my gpu is at about 57 degrees
