Question Massive GTA V framedrop on my laptop

I have acer aspire E1-570G, processor - i5 - 3337U, GPU - GT740m. I was playing gta on lowest setting and getting 30-40 fps average when suddenly, around time when new launcher came about, fps dropped to 15-20 in single player, to 8-10 fps in online. I did everything I knew including setting power settings to max performance, updating video card driver, setting nvidia experience settings to max performance for gta, turning off backround apps, removed bloatware. When checked with msi afterburner I noticed cpu working at 100% and gpu only getting around 31%, so my cpu might be bottlenecking, but what do you guys think?
