Massive Memory Leak with 16 Gb RAM

I have 16gb ram (2x8 sticks), when I start up my computer the percentage goes up to 95%, when I click on Performance in Task Manager, it says that i am using 15.8 GB (232 MB) compressed and 14 GB Non-paged pool. This is bad because I can no longer launch my games, and everything in Chrome is slowed
Specs:
CPU - I7 Skylake 4.0 Ghz 4 Cores
RAM - 16 GB - 2x8 Sticks, Speed 2133
GPU - GTX 970 4 Gb

I don't know what to do and everything on my computer is now slowed down.

 
I have a H170 MSI Motherboard, I have found a fix for a period of time. I have to turn off my computer, take out one stick and turn it back on, that reduces it to 26% usage. Then I switch them, take out the other and put the one that was out back in. still 26% on startup. Then I put both in and on startup it is at 12%
 
All the programs I have running on startup. But when I open user in the task manager, all the programs that I have running is only using 243 mb, but that was what it was using when the 15.6 Gbs was compressed.
 
Your board has the KillerNIC in which the software has a known major memory leak. I recommend uninstalling the "Killer Network Manager" which should leave the driver intact then see if the issue returns.

You could also try the newest version of the Killer Network Manager if you need it which can be found on the MSI site: https://us.msi.com/Motherboard/support/H170-GAMING-M3#down-driver&Win10 64 under drivers then select your OS then under LAN.
