Massive performance loss

I have a 980ti an i7 4790k and 8GB of ram. I have recently noticed that my PC performs at about 1/3 as what it used to. I've had my PC for around 1 month and have barely used it. I have noticed that on the witcher 3 at 1440p, high settings (hair works off) I reach a framerate in the teens to twenties whereas before I would get a smooth sixty, occasionally dropping to high fifties and on unigen heaven get about 13 fps on max settings 1440p whereas before I would get anywhere between 30 and 60. Any help?

Looks like your drivers are to blame.
Did it happen before you updated any drivers ? Try rolling back if that's the case or try updating to latest drivers.
