[SOLVED] Massive ping spikes, please help!

So for the past couple months here I have had some massive ping spikes on my computer, I assumed that it was a fault on the isp. So I called them and they couldn't seem to figure out what was wrong. I always tried to play video games but my ping would go up to 1000 every couple seconds. So I ran an ethernet cord to my computer and this kept happening! So today I decided I was gonna try and use my samsung phone to tether the wireless connection from the router to my computer to see if the fault was on my computer. I did this and I have had no ping spikes whatsoever. So whats wrong with my computer and how do I fix it? I have ping spikes on wireless and wired but only on this computer.

Open a command prompt in windows run a tracert to 8.8.8.8. This will give you hops through your isp. Then run pings to the different hops. This will show you where the latency is occurring.
