Question Massive power supply issue in my PC

Hi, I did a build and whenever I open any game on the PC the power supply fan goes crazy all the way to 100% no matter what I do, I just replaced the psu with a much better one and the same issue, what is wrong why is it doing this, I run a stress test and the psu doesn't do that, I spent so much money replacing the PSU and the issue is not fixed what is wrong with my PC please help.

List the full specs of your PC including the make and model of all the components including the case.

are you positive it's the PSU and not GPU/CPU/Case fans?
