Massive Stuttering in Multiplayer Games

When I play a multiplayer game, every 2-3 seconds, my movement stops, as if I hit an invisible wall. My fps stays at or above 120 fps the entire time as indicated by MSI Afterburner, and nothing on the CPU or GPU spikes like would be expected. The other players keep moving as normal, generally, but I stop. It seems shooting and actions work fine, but anything movement based stops. I have tried Overwatch, PUBG, Siege, CoD, and CS:GO and each has the movement stuttering. On the otherhand, I have tried games like Prey, Doom, Shadow of War, Arkham Asylum and Siege in Single Player Situations/Terrorist Hunt and it runs smoothly. I'm not sure if it's a easy thing to diagnose?

All my data is on the HDD as I'm having SSD issues. My router is the TP-Link AC-1200 and I'm using a CAT 6e cord.

Also, it seems games are taking longer than usual to load, but I ran defragger last week but I can try again to make sure.
