Master/Slave Host to Tablets advice

Hello all, first time post, long time lurker.

Just some background, I work for the USAF flight line maintenance. Recently the AF authorized the use of Samsung Galaxy Tab S2 for supporting our tech data that instructs aircraft maintenance. I've been put in charge of logistics and deployment for a small shop of 40 personnel.

Equipment:
12-16x Samsung Galaxy Tab S2 (9.7", 64GB, SM-T813NZKFXAR)
Otterbox Defender Cases
Tripp Lite 16-Bay USB Charge/Sync Station (CS16USB)

What I'm hoping to get advice from is selection for the host computer software.
The station only supports 2.0 USB sync to a host computer, but I need the computer to support updates of our tech data and distribution to the tablets. (Max 32 GB of technical files)

My current thoughts for the computer:
i3/5, 4-8 gb ram, 2x 128gb SSD in raid 1
Nothing's really finite, will probably look at NUCs or other mini-ITX based computer. Something small and mountable to monitor. The only purpose of this computer will be for syncing and managing backup.

What software recommendations do you have for managing syncing? Can I run a VM live image of android 6.0 that is slim and cut down that is pushed out to the tablets?

Anyone have any expertise in pushing this at the enterprise level? Any foresight appreciated.

As you might guess from my username, I might have a bit of insight into this.

Without divulging too much, which base, and which aircraft?
I have contacts in both the COMM and MX arenas

(former flightline guy, xtrained to COMM).
