Matching monitor with my graphic card

I don't know whether this is the correct forum to post my problem or not. I have an Asus V9280 Video Suite GeForce 4 TI 4200-8X graphic card with Samsung SyncMaster 551s monitor. The problem is that this monitor does not have enough refresh rate for higher resolution, eg. only 60Hz for 1024*768. So I experienced serious tearing for most of my games and the best resolution I can run my game with minor tearings is 800*600 with 85Hz of refresh rate. So I would like someone to recommend me a new monitor that will work with my card and has higher refresh rate, preferably under 100$.

Turn on v-sync to force the card keep pace with monitor to stop tearing.

I have turned on V-sync for both Direct3D and OpenGL but it seems the problem still continues with 60Hz of refresh rate. If I use 800*600 resolution with 85Hz of refresh rate then it fixes most of the tearings, but I can't play games at higher resolution other than that.

I think it's the monitor problem. Any suggestions on which monitor I should buy? which as stated above - preferably under 100$.
