CS:GO is set on very low settings, everything disabled. Resolution is 1280x1024. There is no fps cap.

But the thing is when I was still using my APU I could go past 100 fps. But right now the fps is always less than or equal to 100.
I don't know why that would change. All I know is that a 3200g is a poor choice for your application.
Cs:go is very cpu demanding. You also play in low resolution which puts even more pressure on the cpu. You lowered the settings which made the GPU used even less.
The rest of the games depend more on the GPU than the cpu, that's why you see improvement.
