what the max a northwood can be clocked at safely
P4 2.8 533fsb running ram 400mhz

i take it prescots are not that good

There's no single answer to that question. It all depends on what sort of
cooling solution you run, and the individual qualities of your particular
CPU.

They're not as good as the Northwood "C" 800FSB/HT parts, but to get the
most out of any 800MHz CPU, you will need better memory than you've got now,
as well as a motherboard that'll handle whatever FSB you end up running.

It's not just the cpu either.Memory is a big factor. Your other hardware will
be overclocked as well Drives,video card,NIC etc. Unless your motherboard has
pci/agp lock. And if you're usinnfg an intel bran motherboard overclocking may
not be possible at all.
