My max is 4.30ghz when i have a 3.2ghz i7 8700

I believe 4.3 is the max speed for all cores... Sounds right

is there a way i could limit it at 3.7 or 3.6 ghz in intel exetreme utility?.

Why on Earth would you want to intentionally slow your cpu down? It's not going to hurt it

because my temps are a bit on the higher side

Why couldn't you just invest in a decent cooling solution? There are options out there that are not that expensive that should keep the temps under control at factory settings. I'm also going to assume that you've already confirmed the cooling solution you have is properly installed and you have proper airflow in the case. I also forgot to add you could try undervolting the chip to see if that gets temps under control.

What is a bit on the higher side? If it's not crossing above 80c at full load you're fine
