Question "Max CPU Cooler Height Allowance" on Chassis

Hi,

Just wondering if "Max CPU Cooler Height Allowance" already assumes socket and CPU
or I must add socket and CPU to cooler height mentioned?

There is a chassis "Cougar MX330" that says: Max CPU Cooler Height Allowance - 155mm
And there is a "Scythe Mugen Rev.B" cooler that is 154.5mm in height.

Even if socket and CPU is already assumed when it comes to matching cooler to chassis,
I still wonder if 0.5mm clearance between top of cooler and chassis panel will be okay.

Should I take the risk? I am building a new system so I don't have any parts yet.

Yes, socket and CPU are already taken into account.
