Question Max cpu effective clock is way less than cpu max cpu clock

Why my cpu effective clock is way less than cpu clocks.. The three mages were taken after playing battlefield 5 for 2.5 hrs.. During gaming cpu pw consumption was almost 120-140 w and average vcore was 1.3v and sometimes it touched 1.4v.. What are cpu effective clock and what does it signifies?

CPU effective clock means that whole CPU is used like if it was a single core.
