Basically for some reason all the programs on my PC are acting as if its been set to Always on Top for every single program. Even when I restart my PC it continues to act like it. Here's a screenshot of what is happening. Another thing to add is I have 3 Monitors and it only acts this way on the main monitor.

Solution
I have seen it before but I can't recall solution as its not very common.

i found a fix for win 7 but no guarantees it works in 10 - see post here by rautiocination: https://www.sevenforums.com/general-discussion/2192-taskbar-not-top-2.html?s=5e1ae1d67fe5d68af36686fdd1bd1b5a

try doing a clean boot and see if it still happens - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows - if it doesn't it means problem is one of your start up programs, need to add them slowly to find cause

Yeah just the default theme, never installed display fusion

absolutely should've thought of booting cleanly before, turns out that its NvidiaCapture Server Proxy being the problem. Kind of Sucks because i like to have shadowplay on but i really cant live with the taskbar not being down there.
