I hear liquid nitrogen makes for some pretty high overclocks.

Unless you wanted the actual realistic 24/7 OC? Because that is a different question.

4.7GHz if you have a really good cpu cooler.

Every single chip is different and overclocks differently.
You have not mentioned what cooling you use.

Intel I7 4790K world record, 7.00782 GHz

They boost to 4.4 anyway. I wouldn't bother trying to OC them.

You wont be stable at 6ghz on that cooler. 7ghz is the world record on liquid nitrogen, there is no way that would be a stable everyday overclock

Not a chance, maybe 4.7GHz.

As for HOW to do it, if you have NO knowledge of overclocking, then you need to start researching.

With an extreme cooling solution and the knowledge to get there, which you do not have either, or you would not be asking this question in the first place!

Nitrogen boils at around -190 degrees C from memory and can freeze your skin pretty quickly if you get it on you. Its not something you really want to be mucking around with.

With liquid nitrogen you are looking at a setup like in the picture in this article http://www.tomshardware.com/news/elmor-overclock-gtx980-2.2ghz,27827.html just without the gpu flask. Thermal blankets, foam insulation and thermometers everywhere. Its just not practical.
