Minimum cores these days would be 4, but it also depends on what graphics card you have.
Minimum ram is 8GB with 16GB being the recommended.
Storage space depends on what games and how many you want to install, plus what ever else you want to store on the PC.
A good starting point for storage is a 128GB SSD for windows and at least a 1TB HDD for games and everything else.
PSU wattage is dependent on the rest of the system, a good quality 650w is a good start for a mid/high end system.
