Maximus X Hero Wi-Fi

In the back panel of Maximus X Hero exist 2 USB labeled BIOS and KEYBOT; can use another devices on these ports or they are specific for a purpose?

Can use keyboard and mouse on them?

Yes both have special functions.

The USB port marked Bios is for flashing your Bios.
Other devices would not work in those dedicated ports.

In this case, 4 USB port is not enuogh for this expensive motherborad.!!!

multimedia function is general for all cheap keyboards! What is benefit of this port?

I think you are wrong! because in the mother-board specification writes this:
6 x USB 2.0 port(s) (2 at back panel, +black, 4 at mid-board)
And not writes any thing about limitations and specific devices for two USB2.0 ports.
