I currently have my RTX 2070 Super slotted in the PCIE16x_2 Slot (the second x16 slot). I just checked the manual and it says if there is nothing in t he x_1 slot,then x_2 becomes x8. Should i move my GPU to the first slot? Is my bandwith being limited?

Yes, your bandwidth is somewhat limited at x8.
