Maxing i5 4690K in Battlefield 3 and 4.

I went many months, even years, playing bf3 with moderate cpu usage, but recently the cpu usage is getting maxed and is stuttering. I have tried resetting windows, updating to the newest insider preview, updating graphics drivers, uninstalling both bf3 and 4, playing at different graphics settings(low-ultra makes no difference) and I still cannot figure out why. These two games are the only ones that do this. I have gone through many of the [solved] posts trying to find a solution, but to no avail. Since bf3 is my favorite game, I would love to be able to fix this issue. Thanks.

Specs

I5 4690K OC'd (cannot remember what %, but it is a uefi setting)
MSI Gaming r9 390 (memory clock does not seem to pass 1500mhz, despite website saying it goes to 6000mhz? Not sure if I am interpreting this wrong or what)

How are your CPU and GPU temps? Maybe the CPU is thermal throttling, causing it to show a higher usage %. 1500Mhz is correct depending on what program you use, MSI Afterburner would probably show 3000 as it is DDR (Double Data Rate), the number doubles up, I don't know why some programs show a lesser number but maybe I'm missing something there.
 


Alright, so I tried playing with hwmonitor running, the max cpu temp was 58 C, and the max gpu was 67 C. Those aren't very high are they? I believe I turned thermal throttling off in the BIOS/UEFI. When I am in the task manager, its 100% usage, and the speed is 4.17GHz. Max speed is 3.50GHz is what it says. I noticed somewhere that it says I have 0 system video memory, which is correct I think. Total available graphics memory is 12262mb, and dedicated is 8192mb(gpu). shared system memory is 4070mg, where do these numbers come from? Also, my fps ranges from 150-90, it doesnt go lower. The issue is stutter. It gets all choppy, despite maintaining fps. I tried vsync, nothing helped. I tried resetting my bios/uefi settings, but im not sure if it worked. Do i just take out the battery?
 

You're right, those temps are very good indeed. I'd turn the thermal protections back on in the BIOS if I were you, just in case your cooler comes loose or something. Try reverting your CPU back to stock settings and see if it still stutters. The numbers are as follows:

8192MB is the amount of VRAM your GPU has
4070MB is the amount that windows has put aside as a type of pagefile in case you run out of VRAM
12262MB is both of those added together for a total of "Graphics Memory"

Is your overclock still there after you reset the BIOS settings?
 


I do not believe so, it just has the turbo mode to 3.9GHz. I don't know if this is relevant, but it always tells me incorrect username/password when I first go to logon to battlelog. My CPU usage is still going to 98, with bf3 being the number one.
 

I'm not sure if that would be relevant, it could be an issue with your saved password if you use that feature. Try a selective startup in msconfig and untick "Load Startup Items" and reboot your PC and try the game.
 


I tried what you said, and nothing changed. Any other ideas?
 

What did you upgrade to windows 10 from? Did you do a clean install after upgrading? I've heard about quite a few people having issues after upgrading and clean installing solved them.
 


I upgraded from windows 7, but that was well before I was having issues. The CPU max was only a few months ago, while the Win10 upgrade was way more in the past.
 

Have you tried disabling origin in-game? That thing causes so many issues for so many people.
 


Yeah, I have always had that off. Like I said, I have gone through and tried the common posts about the same problem.
 

I feel like it's not BF3/BF4 that is maxing your CPU, as my 4690K has never, ever maxed out on BF4, even if I put my settings on the lowest and my GPU usage is at <60%, have you done a virus scan? I don't know if this is one of the things you have already been suggested or not. Do you have a user.cfg by the way? and what is your fps limited to?
 


I did run a virus scan while in safe mode with only networking on, no results found. What do you mean by a user.cfg?
 

It is a file you can create that allows the game to use your custom command settings when it boots, saving you from manually limiting your fps etc.
 


How would I go about this? I would love to be able to limit it to ~70-80 fps.
 

It is easier to upload one than to explain how to save it so here is a config with the fps limited to 70 and the fps showing on screen, you can edit the numbers in notepad if you wish. You just need to paste it in C:\Program Files (x86)\Origin Games\Battlefield 4 (Or wherever your BF4 directory is)

Well, I think I am going to do a fresh install of Windows 7. I am having issues with need for speed rivals. The hills and surroundings/environment is not even rendering almost at all. I have a r9 390 and a 95 4690K, surely I should not be experiencing these issues.
