maxing out performince

i have an asus laptop running windows 10 home 64 bit with an intel celeron 2 core cpu clocked at 1.6GHs per core and 4 Gb ram on bord with only (3.41Gb usable) i already have advanced system care cleening my system on a weekly and turbo boost turned on but it is still using 35-40% in idle its a brand new computer how do i lower memory usige to under 20%


note: ram not upgreadable unless i buy a better mother for it and im on a fixed income and cant aford it please help me

i have tried advanced system care does it all but still at 34% ram usige in idle and jumps to 40% when not in idle as well as the cpu keeps maxing out do you know any thing else i can do and is it posable to over clock the computer from with in windows the bios doesn't give me an option to do so please help me im only good at computer hardware not software i welcome all the help i can get

so there is no way to overclock an intel prossor
