Maxwell SMM Core question

So I've read a lot on the 980, 970, and 960 and Nvidia describes that the 970 and 960 are built on the same architecture as the 980, but with the SMM cores disabled, if they are indeed "disabled", is it possible to "unlock" them.

When Nvidia disable cores they usually do so by running a laser across the part rendering it completely unusable.
