Maybe a RAM problem: some programs won't fully initialize...

So I've got a new machine, and I've been having some troubles. I'm running Windows 7 with 8GB of RAM, intel i5 3.4GHz, and GeForce GTX 760 graphics card.

When I try to start some of my programs, it shows them in Processes under the task manager screen, but the program doesn't actually open. For example, when I run 3DS max, it will show up in task manager, but no splash/loading screen opens, and the program doesn't show up, even if I leave it on for hours.

I googled around a bit, and it seems to be that the computer won't allocate memory to the program? I don't know, I'm not sure what I can do to even diagnose the proboem.

If everything else is running fine, I would completely uninstall the program. Then I usually run CCleaner, along with the registry cleaner. make sure there is nothing left. There are programs like Revo uninstaller that can make sure everything is gone. Then re-install the program and see if it is any better. Other than that you may want to e-mail Autodesk and see if they can help!
Have you tried to run the program straight from it's folder in "Program Files (x86)". Open the programs folder and find the programs Icon that "runs" the program ( sometimes there are a confusing number of Icons, so you may have to try a couple! ). IF it works from there, it should(!), then right click> create shortcut, and drag that shortcut to your desktop or taskbar. Sometimes for unknown reasons the Icons from "Programs", desktop, or the task-bar are simply incorrect. It may be running some part of the program in the background so that when you do want to use it, it won't take so long to load. That is why you are seeing it in the task manager.
 
There's no file in the Program Files(x86), but there's a directory in just "Program Files", and I found the exe and ran it from there. No luck, and I tried running as administrator as well from both locations still with no luck

I've tried reinstalling, I've run CCleaner and registry fixing programs etc. it's not just 3ds max that does it though. Photoshop was doing it until I realized I needed a PCI driver, so I installed that... still no change on the other programs though
