I have 2 250gb ssd on one mb is it ok to install win 10 64bit one one and win 7 32bit on the other

Yes.
Leave both drives in if you want a dualboot systems where the system pauses while you select the boot drive - each time it boots up.

Have only one drive plugged in if you want to use the bios F-key to select the boot drive (during post). If you don't press the f-key it boots as if there were no other boot drives without a single pause.
 
Depends what the mobo is, because if it's got a UEFI BIOS, you cant use secureboot or UEFI.

Since 32 bit doesnt support either of them.

Otherwise you'll have to change both of them everytime you boot into 32 bit windows

Unless you change it to Legacy in the BIOS

And the other prob will be the ram. if you've got more than 4 GB, 32 bit only supports up to 3.25 - 3.5 GB
