MB can't find video images

Hello.
I'm writing this for a friend.
Recently he changed motherboard, ram and cpu.
He got a new msi z270 gaming plus and a gtx 1050ti.
When he power on the pc, he doesn't get any video output.
He tried changing cable, using another gpu and even trying another monitor.
He tried to remove the CMOS for 10 minutes.
He had to change PSU.
Any idea?

MB: MSI z270 Gaming Plus
CPU: i7 7700k
RAM: 4×2, 2400MHz
GPU: 1050Ti
CPU COOLER: Cryorig h7
I don't know the new psu but it is a good one for sure.

All power connectors including mobo power and cpu 4+4 plugged in properly? Have you tried using integrated graphics?

Thats sure, every fan spins and it was a technician.
For integrated graphics, he tried to plug the vga directly to the mb.

Does the pc show any signs of life such as fan spinning or any LEDs coming up? Do you get any error codes either through the mobo speaker or debug codes?

Fan spins.
Led power on.
No error codes from speaker and no debug codes. It just doesn't send signal.

He tried HDMI and VGA.
He also tried switching gpu.
The monitor and gpu were working fine first to change mb.
