OK, so i have a really tough problem here. I've gone to a "pro" and this issue totally stumped him; he wouldn't even let me pay him anything because he was so stumped for the issue. Heres the full story:

I bought the computer about a year ago and built it without any issues. It ran perfectly for about 8 months. Then, one night while i was using it, it locked up. Thinking nothing of it i just hard rebooted the computer. Wouldn't post. So i checked my PSU on a tip from a friend and it was dead (dont know how or why, but totally dead). So of course i ordered a new one (i went from 600 to 1000, but that was the only change).

It had a fault and it arced from the CPU power plug. I checked all my cables, made sure everything was seated and tried again. it arced a second time. Not wanting to push my luck, i called the manufacturer and they replaced it with a new one without much trouble.

I installed the new PSU and nothing. No lights, no fans, nothing. So i called the PSU manufacturer and they walked me through taking it out of the case and setting it up bare bones. It posted, but wouldn't load windows (it would blue screen with a random error message. Thinking nothing of this, i pulled out my USB windows repair/installer, reinstalled windows, and it worked for about 15 minutes before it turned off and after that would blue screen on trying to even run the repair tools.

It wasn't dead yet. It would post and let me open the BIOS and it would run the BIOS without ANY issues. I even let it run over night in the BIOS and it was still working in the morning. But the moment i exit the BIOS it would blue screen trying to load windows.

At this point i had it out of my case and i took it to the local "pro" and told him everything and let him take it from there. he tried everything he could think of, and a few things i thought of, and it still would just blue screen.

Thats when we started testing components by replacing them with known working parts. We replaced the HD, MB, case, graphics card, CPU, PSU, even some of the cables. and no matter what it would just blue screen when trying to load windows. Sometimes it would load windows, but would blue screen within a few minutes.

At this point he gave up because we were out of ideas. So i let it stew for a while while i saved up and replaced pretty much every part. Only my GPU and case were not replaced. I got a new MB (ensuring that it was compatible with my CPU as the old one was not), no change. it would let me into the BIOS but wouldnt boot. So i replaced the HD with a brand new SSD, it started to let me open the repair for windows, but it would blue screen during the process. Wanting to cover all my bases, i replaced my windows USB with a brand new one, and it still would only load the bios. So i replaced the CPU (now having an almost new computer) and now it wont even turn on.

I have it out of the case on an insulated surface (its on a wood table) with just one RAM, the SSD, MB, and CPU (with a cpu fan plugged in) but it wont even power on. i tried putting the old CPU back in, still no booting at all. The MB power light is on but it wont do anything. the fans dont turn on, no HD activity, nothing.

So now im stuck. i have (essentially) to whole computers and neither of them work.

PARTS:
ASUS M5A99FX PRO R2.0 AM3+ AMD 990FX
Samsung 860 EVO 1TB SATA 3 Internal SSD (with a 3.5in mounting bracket)
windows 10
AMD FX-9590 Black Edition
Gigabyte Nvidia 960 Rev 1.1

At this point i've put almost 2k into this one build trying to get it working again and it wont even power on. let me know if there is any more info you guys need, the only thing i cant do it power it on to get version info and such.
