Mbo, CPU or power supply

My computer won't Boot fans on CPU, graphics card, & one case fan start than stop than start over and over. I followed gigabytes trbl shooting guide to step that said CPU cooler fan won't run.
Gigabytes answer is problem with CPU, Mob, power supply. Okay what next. Any help would be appreciated.

what gpu do you have?and what exactly is your psu?it looks like a power issue, try posting with cpu graphics, if fans run smoothly and you have a post and boot then most probably the psu fails to power the gpu!

Is this a new build, or has the computer been working fine in the past?
