MBP 13 2017 differences

Hello!
With almost the same budget is possible to buy:

• 
  MBP13 without touch bar, 2.3ghz 256ssd and 16g of ram or
  MBP13 with touchbar, 3.1ghz 256ssd and 8g of ram

Wich one is going to be better? Touch bar and frequency or more ram?

And I was wondering, what's the difference between the processor of the MBP without touch bar and the one with touch bar?
The MBP without has a 2.3 cpu with boost till 3.6 The MBP touch has a 3.1 cpu with boost till 3.5
So, a lower base frequency but a higher boost vs an higher base frequency vs a slightly lower boost.
In the every day use, what's the difference?

I need a new laptop for a degree I'm starting in programming/data analysis

The touch-bar has some awesome features for video editing and stuffs. It also has a fingerprint sensor.

And coming to the boosting of CPU. it all depends on the needs and what purpose you use the Macbook for.

And coming to the Ram. since Macbook without touchbar has double the ram then that of Macbook with touch bar U need to decide which one u need to go for. With more the ram the better for the below tasks:
Smoother multitasking
Faster Web surfing
More efficient video editing
Enhanced multimedia presentations
Efficient networking etc

So it all depends on you as to which one to go for The advance features like touch bar or to go for a Macbook with more ram.
