Measuring Size

When you get the size of the monitor, and the size that is visable..how is it measured...horizontal...vertical..diagnol...

I wondered why monitor size is measured differently from TV screen size???

Monitors and TV's have the same size tubes, but the extremities on a monitor tube are hidden behind the bezel.

The focus isn't so good out there at the edges.
