Meet the requirements, but still get low fps

So I have a problem. For a lot of my games, I go well above the recommended requirements, for games like Team Fortress 2 and Overwatch. Yet, My FPS is constantly changing from between 20-50 fps. My specs are as follows:

Processor: Intel(R) Core(TM) i7-4710HQ @ 2.50 GHz
Random Access Memory: 12.0 GB
Video Card: Intel(R) HD Graphics 4600
Video Card #2: NVIDIA GeForce GTX 860M

Again, as I said, I meet the requirements, but my FPS does not want to stay as one thing. One weird thing is that if I plug out my charger and make it run on battery, the game then stays locked at 20-30 FPS. But when I plug it in, the roller coaster starts again. I tried many things, such as factory resets and updating my graphics card, but nothing seemed to work. If anyone can solve this problem I would be very grateful. Thanks in advance!

P.S. If it helps my computer is the Asus ROG g771jm.


 
Solution
Set all your power options to max power in the BIOS and in power settings in the laptop. Make sure your system is clean, fans are clean, and you probably should clean up the heatsinks and apply new thermal paste to them. Then try again.
