So i accidentally stopped my cpu cooler fan, after that my pc froze and now when i turn it on the fan works but my system doesn't boot,so did i burn my cpu?

Solution
Well first off you can't "melt" your CPU. Secondly the system did shut down as it likely overheated, but its rare for one overheat to cause damage. I would double check all your connections, make sure the fan is plugged into the right spot.

If you did burn out your CPU you will NOT see physical damage as mentioned above, it just won't work.

How did you accidentally stop your cpu fan?
PC's generally do not boot if the CPU fan isn't properly connected.
Maybe the fan isn't actually connected the CPU pin.
You can check if you melted your cpu by removing the CPU and checking for any damages on the chip.
But generally most PC's have a pretty big failsafe about CPU's and won't even power on if the fan is plugged into the wrong place.

Thats not true, you will get a warning but it will boot. I've built systems with passive coolers, its completely normal to not have a fan in some cases. Also you will NOT see physical damage on the CPU if it overheats. It would take a short and a pop to physically damage a CPU.

Solution
which one is the right pin, there isn o pin, there is a cpu_fan connetor, whic has 4 pins, the cpu fan must go there

if the system doesn't detect the cpu fan it will not work

if the fan is not working properly, or system can't detect it, remove that fan an replace it, if you need a new an and heatsink, try that

the cpu will not melt, could end burned bt that only happens under the metallic shield the cpu has, so you can't see the damage caused and if it shut down, very unlikely it never reached that state

now, you move a cable, what cable, do cable management with a pc turned on is a danger for both the person and the pc, you can do easily a electorstatic discharge over any component and that does kill mainboards

if you can, take pictures of the pc, the area of the cpu and give details of the hardware you have there

while at it, with the pc turned off and disconnected, remove the battery and the ram sticks, reseat ram and the battery, connect pc again and turn it on to see if any of the previous recommendations helped and please, turn off your pc when managing parts and cables

The cpu fan is working and connected to the cpu fan pin,the system isn't booting every time i turn on the pc the monitor just say no signal ,i have a Intel core 2 quad q6300

Can you try resetting your bios.
Look up your mobo manual on how to do this.
Try changing around where your mobo fan is and switch it with a chassis fan. I know this is unconventional but it might work.
Put your mobo fan where the chassis fan is.
Make sure no wires are shorting any pins.

yes i didn't unplug the power pins or moved em and they were working before i touched the fan , i did the bios reset i connected the jumper and everything and still no response ,i tried it a couple of times too and still

a couple of stuff i should've mentioned ,when my pc froze it made a screeching sound in my headphones the game froze and then i shut it down cause of the sound was so loud ,if that can help

If you reseated everything I would start testing devices.
Reseat your CPU cooler fan. Use another cooler fan if you have one with fresh thermal paste. Maybe you somehow knocked your heatsink off a bit.
Make sure your 4 pin CPU connection is secure and so is your mobo's 24 pin connection.

You may have broken your CPU but that would be super unusual for just a second freeze unless you left the computer on after it froze and the CPU fans weren't spinning for a long period of time.
