Question Memory Clock Speed

I bought a 1060 3gb one year ago when this model was the cheapest. On the spec details, it says "Memory Clock: 8008 MHz Effective" but when I open up Afterburner and start up a demanding the highest the memory clock very goes is 4006mhz. I'm very confused. That's the effective Memory clock speed value, 8008 MHz. The effective memory speed is the result of the memory frequency X by its relative multiple (which is dependent on the memory TYPE)....I think the real clock speed value is lower, if I'm not mistaken.
