Well you have four sticks on a dual channel mobo, that may affect your ability to lower the command rate. Give it a shot, the only way to know for sure is to try it.
Lowering the command rate to 1 will reduce latency and does improve performance in the right situation. So if you ran run your ram stable with a command rate of one, why wouldn't you?
