'Compatible' vs listed on the QVL (qualified vendor list) rarely match.

Technically, only the kits listed in the QVL are confirmed to work, but that really matters. There's no reason that specific kit should not work on that board.

Yes Z170 mobos default to 2133 so they should be fine - those on the QVL at the manufacturers site are simply sets they have on hand and have had the time to test with, it's a small sampling of compatible DRAM

Very, very rarely you'll find a kit that doesn't 'play nice' with a specific board. So rare in fact, I don't know why I'm bringing it up. Never mind. Carry on.
