Memory is getting filled up to 99% even though nothing is running

I have had this problem for maybe a month now and its getting really annoying. The only way to fix it, is to restart my computer and I'm am hoping to find a permanent solution.Does anyone else have this problem or is it just me?

What does your Resource Manager say?

Click on the Memory tab and then click on the Commit tab. That will show you what's using the most RAM. BElow that will be a graph. That will show...

2 x 4.00GB Dual-Channel DDR4 Fury
MSI H170 GAMING M3
120 KINGSTON SSD
1TB Western Digital Hard drive
NVIDIA GeForce GTX 1060 3GB (MSI)
Windows 10 Pro 64-bit
What is showing up:
In the task manager, the programs that are running don't add up to 8 GB. Even if i close any programs, the total memory usage does not go down.

Click on the Memory tab and then click on the Commit tab. That will show you what's using the most RAM. BElow that will be a graph. That will show you how your RAM is being managed. Even though a lot may be in Standby it will be freed up should another program need it. Windows tries to predict how much RAM the user will be using and reserves that.
