What has changed?

Windows manages ram and keeps things around in anticipation of possible reuse.
If you do not have any hard fault page rate, performance will not be impacted.
Still, since something has changed, you might want to find out.
Run malwarebytes free edition to see if you have accumulated malware.
If you are on windows 10, try to turn off instrumentation.

Lastly, I find it better to not power off, but use sleep to ram(not hibernate).
Sleep/wake is only a few seconds.
