Memory locked at 400mhz, can't change in BIOS

So, my memory seems to be locked at 299Mhz, and I can't seem to change it.

So I just built a new PC: Gigabyte B450M-DS3H, HyperX ddr4 2x4 3000Mhz kit, Ryzen 3 2200G.

I saw in BIOS and windows(I used Speccy) that my ram speed is 299mhz, and I tried to change it...

After I first changed it I tried to boot up but windows crashed on me, I just restarted the pc, but the speed didnt change in windows. After a few more tries in BIOS and crashes, I had to clear CMOS. Now in Bios my RAM speed seems to be jumping around 2400 and 3000 on auto, but when I check Speccy on windows it still shows 299mhz.

I would like to ask you guys what could be the problem here? Read about the HyperX Ram being able to optimize itself or something....

Please reply with any help. Thanks.

Solution
It's DDR, so 1200MHz doubled is the 2400 you were slightly expecting. The ram is rated to go to 3000 (or 1500MHz as you're measuring.) but you need to overclock (OC) your ram to reach that.

So, on CPU-Z I checked the Memory tab, and, as I can see, the RAM speed right now is 1199Mhz. And in the SPD tab, I checked Slot #2 and Slot #4 and the max bandwith for both of them is DDR4-2400(1200). Im not that familiar with these, so does that mean I can only run them at 1200Mhz each? When I bought them at my local internet shop, on the title they said 3000Mhz and entering the model name: HX430C15PB3K2/8 , they show 3000Mhz. So Im kind of confused right now.

EDIT: Also btw, on the site (and on the box of the RAM) they say Intel XMP-Ready and certified profiles.

So, If I got you correctly, I need to set them to around 1500mhz in the BIOS for them to work properly?

Got you. Just wanted to squeeze out the most I can since I heard that the Ryzen are very dependent on RAM speeds.
Thanks for the help, tho. Apreciate it.
