[SOLVED] Memory Management Error BSOD

Hi all, I have made a new build a couple of weeks ago, And I have been having this weird bsod "memory management".
I suspect there is something wrong with the RAM, even though MemTestx86 has passed without error.
I have tried to run Ubuntu 18.04 as well, But there are no issues, no crashes, instability with the same specs however when I
switch to Windows again, At the login screen I am greeted by a BSOD again.
Reseating the ram once again fixes the problem, But few hours again or when opening something like File Explorer, I get the same
BSOD and I have to reseat/swap the ram once again.
At this point, I believe it's a issue with windows and the way it treats my RAM, but I'm not completely sure.

Specs:
AMD Ryzen 5 3600 (no overclocks what so ever.)
MSI B450M PRO-VDH MAX M-ATX
4x HyperX Fury 4GB DDR4 2400MHz total 16gb(I know that quad channel isn't optimal)
RTX 2060 SUPER 8GB FE
Corsair VS 650 orange label (I also know this is a terrible PSU however it doesn't have anything to do with this error?)

Things I have tried:
  • MemTestx86
  • Re-seating the RAM
  • Cleaning contacts with 90% Isopropyl Alcohol and Q-Tips
  • Running in dual-channel
  • Checking PSU voltages and testing stability
  • Removing extra 4pin from ATX CPU 8pin connector (I heard it works? idk)
  • Underclocking my CPU ~3GHz down to 2.8GHz
  • Underclocking RAM as much as possible, etc.
  • Graphics driver reinstall (I heard there might be issues with VRAM on GPU?)
  • Different GPU (HD 5850) on Linux (I did try with the 2060s, It also worked.)
PS. This install of windows was previously on a Intel board and I have switched boards without any re-install,
Could this have caused any driver issues/conflicts within windows since the RAM is fine.

Solution
Linux works. Windows gets an error. So doubt it's hardware related.

Try opening up a CMD (admin) and typing in
sfc /scannow
When that's done,
dism /online /cleanup-image /restorehealth

See if they pick up on any system file errors.
