Memory overclocking problems!

Specs:
i7 7700k at 4.8ghz 1.25v
Corsair Vengeance LPX Black 16GB CMK16GX4M2B3000C15
Asus rog z270h
ssd 480gb
hdd 1tb
geforce gtx 970 4gb msi gaming
600 watt corsair psu

So im trying to overclock my memory to get the full 3000mhz its rated for when i enable xmp and hit save my pc boots and oc works flawless but when i turn of my pc it does not boot again i have to reset the motherboard. Then disable xmp in bios and it works again. I have tried to manually enter all timings, volt and frequency it still has the same problem please help.

how long did you wait for it to boot before turning psu off? Some modern boards will attempt double post, meaning it tries to boot the first time but couldn't, but it will automatically try the second time.

I have waited like 1 or 2 mins max how long should i wait?

15-20 secs at most. That is not the case then. What model is your PSU and how old?

If i disable xmp no issues but manual oc does not work.

1. try xmp a little bit less and see if the problem goes away.
2. save your ocing profile and downclock CPU a little bit + xmp again.

Ive tried with no cpu oc and also gave ram 0.02 volts more. What do you mean by little less xmp.
