Memory question ddr4 vs ddr3

I know that 1600mhz cas 8 is typically better than 2133mhz cas 11

So how is 1600mhz cas 8 vs ddr4 2133 cas 13?

I'm hoping the ddr4 is way better. Also how would it stack against 2133 cas 15 ddr4?

Same, DDR4 is a continuation of DDR3, originally DDR3 was only going to go up to 1600, the manufacturers took it above and beyond DDR4/13 is better than 2133/15
