I have Actually 2x4 hyperx fury 1866 mhz ram , can i put more 2x4 hyperx savage 1866 mhz with no problems ... my spec
fx 8350 asrock extreme 970 ed.4 gtx 970 asus psu corsair 850 rmx gold . there max speed on the rams are 1866 . i only can make them 1666 mhz but i think the system is stable . dram timing are set on manuel on all 4 ram . so id dont mix the pnp with the xmp setting ... northbridge is set to 2300 mhz .. i think its fine .....

Same frequency you should be fine

If they are identical there's a good chance of them working, but when mixing sets compatibility is not guaranteed. Also depending on what cpu you are using it may require a upping the MC voltage and or relaxing timings to get them stable.

May well be problematic, no guarantees when mixing DRAM - here you are talking mixing the Fury which is PnP based with the Savage which are XMP based
