Memory reaching high 90%+ consistently

As you can tell by the title, my RAM is always reaching 90% usage even after a reboot or after a short period of time. I really need a fix because it slows down my PC so much and it's a constant pain having to restart.

For reference, I have G.Skill RipJaw V DDR4-2400.
