Memory recommendations? Need 16gb.

Solution
I would recommend getting a new motherboard. However, that may be a bit too much for you. You are possibly being held back by your CPU, and I recommend not wasting money on RAM on a dead-end. Also your GTX 960 may be hitting it's brick wall. If you can stretch your budget, you can try this:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1400 3.2GHz Quad-Core Processor ($158.69 @ OutletPC)
Motherboard: ASRock - AB350 Pro4 ATX AM4 Motherboard ($88.33 @ OutletPC)
Memory: Crucial - Ballistix Sport LT 8GB (2 x 4GB) DDR4-2400 Memory ($65.99 @ Amazon)
Total: $313.01
Prices include shipping, taxes, and discounts when available

Games are becoming very sluggish along with browsing windows, netflix etc.I'm getting error messages on windows telling me there's not enough memory. The games being the big issue, it's almost impossible to do anything. The budget was for any upgrades.
