Question memory reported is less than installed memory on 2 different computer mother boards

On Asus p4p800 se and Abit IS7-m mother boards the; 4- 1 gig sticks only report about 3.7 gigs of ram. Each stick reports 1024 gigs of ram in any slot tried. Iam assuming it is a hardware problem near max limit of memory where it doesn't recognize all the memory. If any one has any Ideas as what else it could be I would like to know.

running 64bit os? using integrated gpu?

both are 32 bit motherboards. operating system shouldn't matter as this is happening in the bios post.
