Memory % Running at 75%+ always

So as of a couple days ago my memory usage has went from idle 10-12% to 75%-90%. Even as soon as I boot my computer it instantly hits that number. I didn't really change anything to make it happen.

So far what I've done to try and fix it is taking out my ram sticks and reseating them making sure they had a good connection and that they were clean.
Made sure that all 4 of my 4gb sticks were being recognized by my computer.
Ran memtest86 and had no errors.
Disabled prefetch and superfetch
And I tried to set the max memory usage by my OS to 4096mb.

So far nothing has changed it at all.
Looking for some help.

ASRock Z97 Killer Mobo
16gb (4x4) Corsair Vengenace RAM
Intel i7-4790k CPU
1 Samsung 256gb SSD
1 1TB WD HD
Gigabyte GTX970
Windows 10 Pro 64bit

Yup, the system is only running on 4 GB.

Was this purchased as a single kit of matched sticks? Adding them results in mismatches in the RAM that does not all work together.
This is known as a memory leak. It is a software issue, so that is why your hardware is not the issue.

You should look at all your background processes that are running.

It can frequently be related to your browser, and Google Chrome is the most frequent offender lately.

CleanMem Mini Monitor can also help as it frees up memory no longer used by a program, but not released.
 
Well I do use chrome. I did look at my processes and nothing was especially high though. I just downloaded that cleanmem thing. This is what it shows:

I have 16gb of ram tho so why would it be saying I only have 3.22gb...
 
Yeah it was in a set. The only difference in them is the seriel numbers ending in 6, 7 , 8 , 9. I have them in as 6, 8, 7, 9.
I just opened up ms config again and changed the usable ram back up to the full 16gb and that fixed that problem of it only showing 4gb. Ram went back down to 15% idle. About a week ago I cleaned it out and took them out, I must have just put them back in wrong order. I didn't think to change back the usable ram to the full 16gb after I reordered them again. So I think I found my problem.
